I found the plans for this nifty little tool in the April '01 issue of Fine Woodworking.

Hi everyone! This is a simple "chisel plane" I made for the shop. The idea is simple enough...ever try to plane something down a bit after it's assembled? of course you can't get up close to anythig, because the cutting edge is located in the middle of the body. But what if the cutting edge was out in front? I've never heard of this so I had to make one! The plane iron is from a block plane i had kicking around. The're all standard sized at 1 5/8" wide, which is the width of the body.
I made mine from Zebra wood with Walnut and Paduk as an accent color.
You can find these exotic woods here!

It works very much like a chisel but with the control of a hand plane. I enjoy working with tools that I have made. Although I might not be using this lil guy often, I just had to make one.
